Раскрываются основания интегративной функции концепции устойчивого развития: единство социальных, экономических и экологических факторов. Показано, что отвлечение от данного единства исторически приводило к усугублению противоречий во взаимодействии общества и природы, к конфронтации биосферы и техносферы. Рассмотрены предпосылки открытия глобального характера экологических проблем, обсуждения этого социально-природного явления в докладах Римского клуба и на конференциях Организации Объединенных Наций, определивших необходимость формирования экологической политики как программы экологической деятельности на различных социальных уровнях. Особое внимание уделено проблемам и перспективам перехода России к устойчивому развитию.
The author reveals the foundations of the integrative function of the sustainable development concept: the unity of social, economic, and environmental factors. It was shown that the distraction from this unity has historically led to an aggravation of contradictions in the interaction of society and nature, to the confrontation of the biosphere and the technosphere. The prerequisites for the discovery of the global nature of environmental problems, the discussion of this socio-natural phenomenon in the reports of the Club of Rome, at United Nations conferences, which have identified the need for the formation of environmental policy as a program of environmental activities at various social levels, are considered. Special attention has been paid to the problems and prospects of Russia’s transition to sustainable development.
