The author reveals socio-philosophical and political views of B. N. Chicherin on the essence, content, and evolution of state power in Russia. Based on the principle of historical and logical, the author provides a detailed description of the provisions of the Russian philosopher and jurist on the system of dominant power in Russian society. Its functioning features have been identi ed, the place and role of various state institutions have been analyzed and the need for their evolutionary change has been proved. The article substantiates B. N. Chicherin’s cognitive view on the constitutional monarchy in Russia, the place and social role of the people’s representation in power structures, the speci cs of the activities of the projected State Council in the country, the functioning of political parties and the need for their connection with the interests of the people.
