The authors have performed the review of factors of achieving the goals of adaptation of first-year students to higher education and assessment of problems of implementing adaptation measures in terms of goal-setting and management. A way of managing a set of adaptation measures as a program of projects is proposed, with account for the program management methodology, in accordance with common standards for project activities and the project practice speci cs in an educational organization. The stages of development of the adaptation program regulations are outlined.
